Organizational Philosophy

Serve as community leaders in the field of Emergency Management in a manner consistent with Ada County values of humanity, excellence, integrity, trust and stewardship.

Our Vision

A secure and resilient Ada County involving the whole spectrum of public and private partners in building capabilities to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.

Our Mission

To coordinate and integrate all-hazards, comprehensive emergency management activities to ensure Ada County is a safe and resilient place to live, work, and play.

Operational Descriptions

  • Threat and Hazard Identification and Risk Assessment: Identify and assess hazards and risks affecting residents of Ada County to guide future preparedness efforts across all mission areas
  • Plans: Develop inter-governmental plans that address roles and responsibilities for all phases of emergency management
  • Training: Coordinate awareness, operational, technical instruction to improve emergency management personnel responder knowledge, skills and abilities for all-threats and all-hazards
  • Exercises: Demonstrate, assess, and refine emergency management capabilities by facilitating interactions among the whole community to validate existing plans, policies and procedures and identify capability needs through discussion and operations-based activities.
  • Public Education: Provide public education and information on personal safety, disaster preparedness and hazards in Ada County
  • Mitigation: Mitigate the loss of life and property by lessening the impact of future disasters
  • Resource Management: Facilitate the sharing of specialized resources such as supplies, equipment, facilities, and personnel through maintaining resource inventories and sharing agreements
  • Emergency Operations Center/Multi-Agency Coordination: Ensure coordination and communication between government agencies, business and industry, and volunteer agencies for both preparedness efforts and operational activities
  • Recovery: Promote disaster recovery through a focus on the timely restoration, strengthening, and revitalization of infrastructure, housing, and a sustainable economy, as well as the health, social, cultural, historic, and environmental fabric of Ada County
  • Grant Administration: Oversee requests for and application of federal investments in Ada County preparedness capabilities
  • Whole Community Partnerships: Coordinate the involvement of a larger, collective emergency management team including the traditional preparedness and response community; volunteer, faith, and community-based organizations; the private sector; and the public
