Communications Manager Elizabeth Duncan is an Ada County Public Information Officer (PIO) and spokesperson for the Ada County Commissioners. Elizabeth has been in that position since 2019. She is certified by the Emergency Management Institute (EMI) in Emmitsburg Maryland as an Advanced Level PIO and teaches Public Information Officer classes through FEMA and the Idaho Office of Emergency Management (IOEM) around Idaho and the Pacific Northwest. Elizabeth manages the News content on the Ada County home page, the Ada County Facebook Page, the Ada County Commissioner’s Facebook page, and other social media platforms. She produces a monthly newsletter that keeps people informed on issues of importance at the county level. Elizabeth spent the first part of her career as a television News Anchor and News Director in Texas, South Carolina, and North Carolina, anchoring the 6:00 and 10:00 PM newscasts in each market. Elizabeth has a degree in Journalism and Communications with a double minor in English and Sociology. Elizabeth has worked in city, county, state, and federal government public information positions as well as the private sector. She enjoys travel, writing and lifting heavy weights.

Rebecca grew up in Boise and has always had a passion for trash awareness: shopping at thrift stores, composting food waste in her back yard, and finding creative solutions to manage household waste. She’s spent most of her life tromping around in the Boise Foothills and feels at home up at the Ada County Landfill where she is Education and Outreach Manager.

She graduated from University of Oregon having studied English, Environmental Studies, and the Arts. She lived in Maine and started an organic farm with a team of Belgian draft horses. She returned to Idaho and worked for several Arts Education organizations, including DaVinci Charter School and TRICA (Treasure Valley Institute for Children’s Arts). She is thrilled that her current work involves giving tours at the landfill and educating students and families about general landfill operations, environmental compliance, recycling, and diversion. Her major project is to open a landfill education center to enhance these efforts.

Sam coordinates and manages all Weed, Pest and Mosquito Abatement (WPM) education and outreach efforts, including developing WPM curriculum, producing education and outreach materials, and running all in-person education and outreach events. Sam also serves as WPM Public Information Officer by issuing department press releases, speaking with the media for most WPM news stories, and managing all website and social media communications. Sam also manages all content on the WPM website. Sam has a Master’s in Public Administration from the University of Washington and has been with the county since 2018. He enjoys the outdoors, photography, being active, and dogs.

Kelly works as the Administrative Specialist for Expo Idaho and has been an Ada County employee since 2016. She has a wide range of responsibilities from website management, contracting and public engagement to entertainment and scheduling for the Western Idaho Fair. She works closely with many departments within, and outside of Ada County to provide our community a place to come together.
Kelly has an associate degree in biology from the College of Western Idaho. She enjoys reading, fishing and spending quality time with her four children.
