8-hour standoff with domestic violence suspect in Eagle ends with arrest

An 8-hour standoff between a 33-year-old man and Eagle Police ended when a K9 dog and members of the SWAT team went into his apartment and took him into custody early Tuesday evening.

Dustin T. Rosenbaum is charged with a felony count of domestic battery in connection with the case, which began with a report of a domestic fight at the same apartment Monday morning.

Officers spent all day Tuesday trying to convince Rosenbaum, who was by himself and armed with a knife, to leave the apartment off S. 2nd Street and turn himself in. Rosenbaum refused.

The standoff ended just before 6 p.m. when members of the Ada County Sheriff’s Office SWAT Team and a K9 dog and deputy went in and found Rosenbaum in a bathroom.

Rosenbaum was holding a knife to himself and refused to go into custody. The K9 dog went in and bit him while a deputy fired and hit Rosenbaum with a less-lethal sponge round designed to incapacitate.

At that point, deputies took the knife away from Rosenbaum and placed him into custody. Rosenbaum did not threaten deputies with the knife. He was treated by paramedics and then taken to a local hospital for a medical exam.

The investigation began just before 8 a.m. Monday when Eagle Police were called to investigate a report of a domestic fight at the apartment.

Officers were greeted at the door by two people who said Rosenbaum threatened them with a pipe during an argument. They also said Rosenbaum was inside, had a knife and possibly a gun, might be suicidal, and wouldn’t leave without a fight.

Officers got the two people away from the apartment and developed a safety plan for then, which included support from the ACSO victim/witness unit.

Once they were safe, officers kept an eye on the apartment to see if Rosenbaum would leave and they could take him into custody. He didn’t, so they worked with another person to try to get him to come out around 9 a.m. Tuesday. That didn’t work either, so that’s when the standoff began.

Deputies with the crisis negotiation team tried to convince Rosenbaum to come out and turn himself in all day without any success. There was a significant police presence in the S. 2nd Street neighborhood between State Street and Plaza Drive most of the day. The standoff ended shortly after SWAT and the K9 went in.

Rosenbaum was booked into Ada County Jail after he was cleared at the hospital. He will  make his initial court appearance Wednesday afternoon.
