Man sentenced to prison for 2019 murder in Boise park

RE: State v. Andrew Ray Garcia – Sentencing

 

On Monday, 29-year-old Andrew Ray Garcia was sentenced to serve up to life in prison for the murder of Roque “Rocky” Arellano.

On Oct. 16, 2019, Mr. Garcia was at Ann Morrison Park when he beat Mr. Arellano, 43, to death by hitting, kicking and stomping on the victim.

Honorable Ada County District Judge Cynthia Yee-Wallace sentenced Mr. Garcia to up to life imprisonment, with 15 years fixed in prison before being eligible for parole.

In 2019, Mr. Garcia was charged with second-degree murder, grand theft, and destruction of evidence. He pled guilty in December 2021 to voluntary manslaughter with an enhancement for persistent violator. Mr. Garcia has an extensive criminal history, including a conviction of battery on law enforcement and a federal conviction of possession of a firearm by a convicted felon.
