2021 Achievement of Excellence in Procurement Award Winner

Ada County Procurement Awarded the Achievement of Excellence in Procurement Award from the National Procurement Institute (NPI) in 2021 & 2022

Ada County Procurement has been awarded the prestigious 2022 Annual Achievement of Excellence in Procurement® (AEP) from the National Procurement Institute, Inc. (NPI).   The AEP Award is earned by public and non-profit agencies that demonstrate a commitment to procurement excellence. This annual program recognizes procurement organizations that embrace Innovation, Professionalism, Productivity, Leadership and e-Procurement.

The AEP program encourages the development of excellence as well as continued organizational improvement to earn the award annually.

For 2022, there were 171 successful applicants including 73 cities, 36 counties, 15 special districts, 17 school districts, 14 higher education agencies, 5 state or provincial agencies and 11 others.

In addition to the National Procurement Institute, Inc. (NPI), the AEP is sponsored by the California Association of Public Procurement Officials (CAPPO), Canadian Public Procurement Council / Conseil canadien des marchés publics (CPPC), Florida Association of Public Procurement Officials (FAPPO), National Association of Educational Procurement (NAEP), National Association of State Procurement Officials (NASPO), NIGP: The Institute for Public Procurement and Texas Public Purchasing Association (TxPPA). The AEP is supported by the Airport Purchasing Group (APG), OMINA Partners, Sustainable Purchasing Leadership Council (SPLC) and the Universal Public Procurement Certification Council (UPPCC).

Ada County was the first entity in Idaho to receive this prestigious award in 2021. We are grateful to have earned this recognition again in 2022!

NIGP & IPPA

Ada County Procurement has been a member of the National Institute for Governmental Procurement (NIGP) or the Institute for Public Procurement for numerous years as well as a charter member of the Idaho Public Purchasing Association (IPPA). Our participation in these organizations helps to ensure we are following the best practices in the public procurement profession and keeping up with constant changes and trends that may impact public procurement.

Ada County Procurement abides by the NIGP Code of Ethics as well as the Universal Public Procurement Certification Council (UPPCC) Code of Ethics.

Robyn Swaney Awarded 2021 IPPA Professional Buyer of the Year

Robyn started her public procurement career 5.5 years ago at Ada County in Boise, Idaho. Before moving into this field, she worked in various capacities in mental health and social work for five years. Robyn has grown into her role by obtaining her CPPB certification in 2019 and co-teaching the county’s procurement training for several years. She has also been highly involved in IPPA since joining Ada County in 2015. She has served on the board as the first Awards Chair, was Secretary for the past two years, and has been the Communications Chair for several years. Robyn loves public procurement, especially being a part of IPPA, because she can utilize a lot of her creativity, take advantage of many education opportunities, and network with so many professionals.

Alyssa Ellington Awarded 2021 Frank Pierce “Founders Award”

Alyssa Ellington applied and was appointed the NIGP Area 8 Chapter Ambassador role! Chapter Ambassadors are the “face” of NIGP to the chapters and their members, bringing guidance and assistance. Alyssa will be one of three Ambassadors in Area 8 which consists of Idaho, Oregon, Washington, Canada, Alaska, and Hawaii.

This is the first time ever to have an ambassador out of the state of Idaho. It will be a great chance for her to bring her public procurement and chapter knowledge to others around the region. We are so excited for her new endeavor!

Exemplary describes Alyssa Ellington. The list of service she provides to not only her organization, but also IPPA and NIGP is extensive. She currently sits on the IPPA board as the organization’s President and is a suitable individual for the position. She is also the NIGP Area 8 Chapter Ambassador where she mentors and assists other chapters in our Northwest Region; the first to serve out of Idaho.

The Frank Pierce award is presented to an IPPA member who demonstrates outstanding leadership and accomplishments within their field and Alyssa meets every attribute. Alyssa is a true gem when it comes to IPPA thriving toward success. She’s a go-getter who brings innovative leadership to Ada County as well as to IPPA. A fellow IPPA member noted, “Alyssa’s involvement at the national level makes her a tough contender…” and that statement says it all; Alyssa is well known at the national level within NIGP and the government procurement field. A very well-deserved honoree to celebrate.

NIGP Performance Standard Seals

IPPA recently earned the Silver Performance Standard Seal in Fall 2022, as well as two Gold Performance Standard Seals in 2020 and 2021.

NIGP has developed a ‘standard’ in which chapters can strive to follow and advance the opportunities offered to their members. Participating chapters receive a score which records their progress in achieving excellence. Once a chapter successfully meets the standard, a digital seal is issued which the chapter can prominently display to their membership on their website and social media outlets. The four tiers provide motivation for Chapters to achieve an even higher tier in subsequent years.

At two previous NIGP Forums: the 2017 Forum in Salt Lake City, Utah and the 2018 Forum in Nashville, Tennessee, the Idaho Public Purchasing Association received the esteemed Small Chapter of the Year award! This was a huge triumph for Idaho winning two years in a row and was achieved largely due to the efforts of the IPPA leadership in which Bob, Alyssa, and Robyn serve.

 

The NIGP Chapter Awards Program acknowledges contributions made by individual chapters in providing educational programs, professional support, and initiatives that benefit the public procurement profession.

Robyn Swaney organized IPPA’s events and training into a marvelous publication showcasing the Idaho Chapter.  Robyn’s contribution was significant in IPPA receiving this prestigious recognition.
